Why Myanmar government does not want to open up?

It has been a week after the devastating cyclone. US has warned that up to 100,000 could have perished. Why Myanmar government does not want to receive aids from other countries? I'm not really sure what is the government is thinking but i think their action is very irresponsible. Their refusal in allowing aids is putting their people's lives at stake.

Currently, the most concerned issue should be the risk of spreading infectious diseases. Should the disease started to spread, more lives will be lost. Hopefully the government will come to a right decision.
